No, Real Ice Cream Is Not Used To Make Drumsticks. 

A Drumstick is an inevitable sight on any frozen food aisle or at any ice cream truck. 

The "accidental" creation of Drumsticks, according to Nestle, who teamed up with Drumstick in 1991, occurred 

when founder I.C. Parker threw his ice cream cone into a pot of chocolate, pulled it out, and set it on a peanut-coated countertop.

Actually, the pre-packaged vanilla cones didn't hold up well enough to prevent the Drumstick's developers from using them right away.  

These enhancements would allow people to eat ice cream cones almost anyplace, even if they don't have vanilla ice cream on hand.  

Drumsticks aren't ice cream in and of themselves, even though that was clearly their inspiration.
